Al answers are correct. However Use at least 3 targeting is less important than adding strong CTA. Maybe that is a reason why many tutorials propose the 2 answer as a correct. But for google a correct is “all answers” and we should agree that all these features could be considered as a good practice. Still their impact is strongly different.
Have a clear call-to-action within your ad, and select colors and fonts to match your brand.
